The following is a list of Requests for Statement of Qualifications (RFSQ) that are continuously open, meaning there is no closing or due date to the application. This is not a comprehensive list of RFSQs and we recommend that you search the ISD master agreement listings as well as specific department contract pages since not all master agreements are listed on the ISD page.
Non-Exclusive Commercial Franchise Services

Description: Currently, commercial solid waste collection services in bins (or dumpsters) and roll-off boxes within the unincorporated areas of the County of Los Angeles are provided by private waste haulers through an open-market system where customers directly arrange for services with waste haulers and not with the County of Los Angeles. However, the open-market system has been unable to meet demands due to changes in State laws, public attitudes towards protecting the environment, and customers’ desire for enhanced recycling and collection services.
Pursuant to State law (Assembly Bill 341 and Assembly Bill 32) the County of Los Angeles must implement mandatory commercial recycling and waste reduction programs by July 1, 2012. In order to comply with these mandates and enhance trash collection and recycling services, Public Works is proposing to implement a new Non-Exclusive Commercial Franchise System starting July 1, 2012, for all of the unincorporated areas of the County of Los Angeles, excluding Garbage Disposal Districts and cities. The Board of Supervisors will consider adoption of the Agreement in Spring 2012 with an effective date of July 1,2012.
As-Needed Vehicle and Equipment Repair and Towing Services Program

Description: As needed labor for vehicle and equipment repair as well as towing services. Contract is designed to last for seven years, consisting of an initial five-year term and two potential additional one-year option renewals. The total annual aggregate contract amount of these services is estimated to be $5 million. One of the appendices lists many different services and asks for general bids.

Description: The work under this Master Agreement will be performed to support ACWM’s Weed Abatement Program which often requires cutting and removal of a considerable amount of dry weeds, brush, neglected landscaping and trees. Potential vendors can be qualified in one or all of three categories of work, depending on their experience, equipment and specialized certification/licensing. The RFSQ contains more information on the minimum requirements for each category of work.

Description: This Request for Statement of Qualifications (RFSQ) is a legal document and begins the process of identifying qualified proposers who are interested in providing services under the Community Services Block Grant (CSBG) program. The Los Angeles County Department of Public Social Services (DPSS) administers the CSBG Program. This RFSQ process seeks applications from qualified non-profit community-based and faithbased organizations to enter into a Master Agreement with DPSS to provide CSBG services to families and individuals throughout the County.

Description: The County of Los Angeles, Department of Probation (Probation) is seeking qualified Vendors to enter into Master Agreements with Probation to provide as-needed Juvenile Justice Social Programs Services (JJSPS) throughout the County. JJSPS are programs that are grounded in the social ecological research (Bronfenbrenner, 1979) and the casual model studies and empirical literature (Elliot, Hulzinga, and Menard, 1989). The central tenet of this approach is that behavior is multidetermined through the reciprocal interplay of youth and his or her social ecology. Hence, when addressing behavior, programs must be designed to target multiple settings and systems which probation youth and at- risk youth are embedded. Given this, Probation is seeking to develop and sustain a comprehensive, multidisciplinary service delivery model that intends to support youth (probationers and at-risk) and their families in their natural ecology, through community-based, wraparound services. JJSPS consists of four (4) service categories that represent components of the service delivery model that will facilitate a continuum of care that supports healthy youth development and reduces the risk factors known to drive delinquency.
