Local Empowerment Fund

    To advance Californians’ economic stability and mobility, the Local Empowerment Fund will make financial and technical assistance investments in the growth of cross-sector initiatives that have proven most effective in advancing the economic inclusion, security and mobility of individuals who do not have stable employment or earn a living wage. In order to continuously improve program effectiveness, and offer government and private funders evidence of outcomes, the Local Empowerment Fund will provide resources to develop and implement data and learning systems. The Fund’s governing agency will establish a set of outcome objectives that will include increases in employment and incomes; growth in living wage jobs and asset building; reasonable program costs compared to the results achieved; and increased workforce participation by those who have experienced incarceration, homelessness, and/or other significant barriers to employment.
