Take action today! Support these California bills

The California legislative cycle is underway, and we want your support for bills that could help your social enterprise and/or your social enterprise employees.

These priority bills are aligned with our 2018 recommendations for California. You can support these bills by submitting a support letter – letter templates for each bill are provided below, and the templates include email submission instructions. To read full bill text, please click on links below.

1. Expand the market for social enterprise goods and services.

AB 2762 will expand contracting preferences to include Social Enterprises (SEs) and Disabled Veterans Businesses (DVBEs) and to increase the preference allowance from 5 percent up to 15 percent.

2. Expand the California Earned Income Tax Credit to social enterprise employees.

AB 2066 extends eligibility for the existing California Earned Income Tax Credit (CalEITC) to some of the poorest, neediest Californians. It includes all working Californians who file taxes yet are currently excluded from the federal and state EITCs.

3. Support fair chance employment and reduce occupational licensing barriers for formerly incarcerated social enterprise employees.

AB 2138 reduces barriers to occupational licensing for individuals with a prior conviction applying for licensure through the Department of Consumer Affairs (DCA). Click here to see DCA Boards to better understand the career pathways this bill will impact.

AB 3039 gives qualified individuals with arrest and conviction records increased access to caregiving and similar jobs governed by the Department of Social Services (DSS). Click here to see the DSS Community Care Licensing Division to better understand the career pathways this bill will impact.

These bills are being heard in their respective policy committee in the Assembly. This is the first of many hurdles, meaning we could be asking for your support at least four more times as the bills progress. This is the life cycle of the bills:

We appreciate your support, and please let us know if you have any questions.
