Skill Up Los Angeles

Skill Up Los Angeles (SULA) helps Los Angeles County residents receiving CalFresh benefits gain skills, experience, and job opportunities to enter or move up in the workforce. Skill Up supports a wide range of employment and training services including job readiness, education, work-based learning, job placement and more. Critical support for program and emloyment placement success are also covered. Examples include transportation, dependent care, uniforms, textbooks, digital technology and emergency housing. CalFresh Employment & Training (CFET) is the program title at the State level. Nationally, the program is referred to as SNAP Employment & Training (SNAP E&T). This program is funded by the United States Department of Agriculture, Food and Nutrition Services (USDA FNS).
Skill Up Los Angeles is managed by the Department of Public and Social Services (DPSS) and administered by the Department of Economic Opportunity (DEO). This program increases local access to workforce and training services by leveraging federal and local dollars by partnering with trusted organizations or providers to deliver these employment and supportive services. Skill Up Los Angeles is a high-impact workforce and training program that empowers CalFresh recipients in LA County to build job-ready skills, navigate employment pathways, and overcome barriers through personalized support, unlocking real-world opportunities and sustainable career success. Skill Up Los Angeles Overview
The Skill Up Los Angeles (SULA) program is a subset of the Los Angeles County (LAC) CalFresh (CF) Employment and Training (CFET) program administered locally by the Los Angeles County’s Department of Public Social Services. The Department of Economic Opportunity (DEO) administers the SULA program as an intermediary of the CFET Program. This allows external organizations to contract with DEO to claim a 45% reimbursement on allowable non-federally or mixed funded employment and training expenses for services provided to CalFresh recipients. These organizations are referred to as Providers.
Organizations should consider the SULA program as an umbrella that allows them to claim reimbursement on existing expenses incurred by providing employment and training services to CalFresh Recipients. Eligible expenses must be funded with non-federal sources to claim reimbursement. Fresh Success is another Employment & Training Program like Skill Up Los Angeles. The Fresh Success network of providers includes many community colleges and operates throughout the state of California.
Fresh Success helps community colleges and community-based organizations and adult education centers start and manage CalFresh Employment and Training programs. Through Fresh Success, CalFresh participants gain education and training that will lead to better employment and a path to economic self-sufficiency. By connecting counties with colleges and nonprofits that offer employment and training services, federal funding is increased and innovative, job-oriented approaches are possible.
